The two-part NCIS crossover introduces an excuse for Torres (Wilmer Valderrama) to hop a jet to Hawaii where Tennant (Vanessa Lachey) and her team have found a witness on a case he's been working for five years. The thread is picked up at the end of the episode with an attack on the two NCIS agents that leaves their witness dead and an angry Torres with several unanswered questions.
Meanwhile, in DC, NCIS investigates the murder of retired Navy officer, and friend to NCIS and Fornell (Joe Spano), who was leading a double-life with two separate families. In what turns out to be one of two red herrings (which is far more interesting than the resolution of the murder), NCIS uncovers a scam targeting the grieving families of fallen sailors brought to them by one of their suspects, the father (Jack McGee) whose daughter died while serving under the murder victim.
