The two-part "Spies" story brings back Tennant's (Vanessa Lachey) mentor from the CIA Maggie Shaw (Julie White) when a colleague of hers is kidnapped. Thanks to the help of an intelligence officer (Beulah Koale) from New Zealand, NCIS knows to be on the lookout of a legendary Far East spy, who eventually kidnaps Maggie as well. However, holes in the story after Maggie's rescue make Tennant begin to suspect her closest friend may not be exactly who she appears to be.
"Spies Part 2" centers around NCIS' investigation into Maggie Shaw while still trying to find their missing spy who hasn't yet fled the islands. We get flashbacks to Jane (in a pretty awful wig) and Maggie's time in the Middle East to further explore their friendship. In some ways it seems like the show rushed the takedown of Maggie as a double-agent coerced into helping the enemy. As it stands, the show only has the actress' few appearances, and the flashbacks here, to frame the character before the big reveal (which could have been much more shocking after a season or two).
