The monstrous Slithery wasn't hurting the children but perhaps keeping them to ward off the loneliness the mutated creature was feeling at being boxed in and unable to escape Mutant Town. Even the creature's victims plead for the Turtles not to hurt the Slithery making things a it more difficult for our heroes to help the monster out of the sewers without doing any harm. The appearance of the Slithery also foreshadows other unknowns deep within Mutant Town. What other mutations have been hidden from the outside world?
April also learns that Baxter Stockman isn't in control of the creature but simply monitoring it and taking steps to prevent it from reaching the outside world (along with a hidden agenda he chooses not to share). The knowledge of Stockman's activities allows April to leverage more power but how far can she push the mad scientist before he starts pushing back?
