Of all the DC characters I thought about Arrow bringing into the fold I never assumed they'd use Cupid, but the character fits in rather well. Created in 2009 as Green Arrow's #1 obsessed fan, Carrie Cutter (Amy Gumenick) makes her way to Starling City in the latest episode of the season as a former police officer with obessessive-compulsive disorder whose affections become focused on Green Arrow (Stephen Amell) after he saves her life during a flashback to last season's finale. Reborn as an archer with heart-shaped arrowheads, Cupid returns to town to woo her would-be lover by killing a path through the city.
While Oliver sets out to stop the latest mentally-unstable archer to hit the streets of Starling City he's also distracted by Felicity (Emily Bett Rickards) spending more time with Ray Palmer (Brandon Routh) who has rebranded Queen Consolidated as Palmer Industries. Further teasing a romantic relationship between the pair, the episode also gives us the first mention of the White Dwarf Star and a prototype suit suggesting we may see another costumed hero in Starling City in the very-near future.
As a comic character I'v always seen Cupid as a low-rent Harley Queen (who gets a quick mention near the end of the episode). I'll give credit to the show in finding to fit her into the established world and making her come off more interesting than on the printed page. The episode's other lingering storylines involve Roy (Colton Haynes) still struggling to get over his murderous behavior on Marakuru, Thea (Willa Holland) getting a new love interest, and more of Ollie's flashbacks to Hong Kong while in forced service for Amanda Waller (Cynthia Addai-Robinson) and the Suicide Squad.
